For municipalities & chain organisations

Running integration requires seeing what actually happens.

Taaly gives your municipality one platform for language, participation and work — with participation hours registered by QR check-in and visible in real time, per participant, per route and per chain organisation. Free for the newcomer.

The challenge

A legal task with an accountability burden

Passing the exam is not the same as being able to speak. And running integration means knowing — while it happens — whether hours are being filled, where it stalls and who is at risk of dropping out.

Civic Integration Act 2021

Every hour must be registered and accounted for

Since the Wet inburgering 2021 the municipality is in charge and must register and account for every participant’s participation hours — in the Z-route and in the B1-route.

Reporting afterwards

No insight until it is too late

Chain organisations deliver their hours afterwards. The municipality only sees late whether hours are being filled, where it stalls and who is at risk of dropping out.

Capacity

More demand than human capacity

Newcomers who want to practise outnumber what taalcoaches and teachers alone can handle. After the exam, practice often stops — exactly when work comes into view.

Jalal
“Taaly improved my Dutch. I find it much easier to connect with people at work now. A safe place to make mistakes, while the conversation stays in Dutch.”

What we built

One platform for the whole journey: language, participation, work.

01

Language

Speak Dutch every day: with an AI coach that is always available, with a volunteer taalcoach over video, and in weekly live lessons with certified NT2 teachers.

  • AI coach, 24/7, at the learner’s level
  • Video calls with volunteer taalcoaches
  • Weekly live lessons with certified teachers
Live · 45,000+ conversations
02

Participation

Volunteering, events, workshops and trainings in the newcomer’s own municipality, close to home — plus QR hour registration for the Z-route and the B1-route.

  • Activities in the newcomer’s own municipality
  • QR check-in at chain organisations
  • Hours registered in real time for the municipality
Live · 12 municipalities
03

Work

From language to a job: CV and LinkedIn support, job-interview simulations with AI or a volunteer, and personalised vacancies through our job marketplace.

  • CV and LinkedIn support
  • Job-interview practice, in Dutch
  • Job matching with employers who need newcomer talent
In development · 2027

Free for the newcomer. Paid for by the municipality. Built by newcomers, for newcomers.

Control for the municipality

Real-time insight into participation hours. No admin afterwards.

  • The newcomer checks in with a QR code

At every activity of a chain organisation — language class, volunteering, workshop — the participant scans that organisation’s QR code. Hours can also be added manually in the app.

  • Hours are registered automatically

Per participant, per route (Z-route or B1-route) and per organisation. Your team approves with one click. No loose spreadsheets, no hours to piece together afterwards.

  • The municipality sees it in real time

The dashboard shows filled hours per chain organisation, participant and period — so you steer while the programme runs, not when it is over. Filtered reports go straight to your principals.

Working together

From introduction to live in your municipality

Introduction and demo

We walk through your integration routes, chain partners and goals, and show the platform live — with your situation as the example.

Agreements and set-up

Processor agreement and DPIA, set-up of the dashboard, and licences for the target groups you choose.

Onboarding

Chain partners receive their QR codes and instructions; newcomers get a free account, a taalcoach and the lesson schedule.

Live and adjust

Real-time insight in the dashboard, periodic reporting and a fixed point of contact at Taaly.

Regional purchasing is possible: Drenthe brought six municipalities into one agreement, and in Rivierenland five municipalities work on one platform — with one point of contact and the same insights for the whole region.

Questions municipalities ask us

The Z-route and the B1-route of the Civic Integration Act, and also programmes such as MAP, Bbz and PVT. Hours are registered per participant, per route and per chain organisation, and your team approves them with one click.

Yes. The Municipality of The Hague, for example, uses only Taaly’s language module. You choose which modules and target groups you start with; the hour registration and activities can be added later.

Newcomers use Taaly for free, via the municipality or via COA. Your chain organisations can hand out licences themselves, and newcomers register in the app in a few minutes — also with a QR code at the organisation.

Taaly works with a processor agreement, a DPIA and the BIO, and is set up to the way municipalities work: not a loose app, but part of the statutory process. The app stores a newcomer’s municipality only, never their exact location.

Taaly works with a licence per participant that includes everything: coaching, AI, lessons, activities and the hour registration. Regions can purchase together. We are happy to make a proposal for your situation — plan a demo and we will walk through it with you.

Yes. Refugee, education and welfare organisations get their own dashboard, and employers can supply volunteer taalcoaches as social return. Contact us and we will look at what fits your organisation.

Plan a demo

One conversation. Your routes and chain partners as the example.

In one call we show how Taaly works for your municipality: language, participation and hour registration — live in the platform, with your own routes and chain partners as the example.

  • One platform

  • Free for the newcomer

No threshold to start: newcomers use Taaly for free — via the municipality or via COA.

  • Real-time control

Participation hours and progress per chain organisation and participant in one dashboard, while the programme runs.
